Planning commission: Required fence not yet up, existing fence in violation

Fences were a hot topic at the Mason County Joint Planning Commission Thursday evening, both in discussing screening for equipment owned by a person also owning property on Maple Leaf Road, or in discussing fences on property fronting Jersey Ridge Road.
The commission heard an update on a situation concerning Kelly Bradford, property owner on Maple Leaf Road. Bradford had been instructed to screen equipment on land he owned in the area. However, another property owner presented information before the commission and said the property was being used for a nonconforming use in an area zoned agricultural.
Mel Manley said Bradford appeared to be running a business from the property, with trucks and equipment moving into and out of the area frequently. He also said an office was being constructed on the property and asked why an office would be needed if there was not a business being operated.
Bradford, however, refuted the claim it was an office, and said his business was operated at another location. He said he was following instructions to screen the equipment.
Zoning Administrator Matt Wallingford said the commission was only to hear an update on the situation, and was not being asked to take any action.
The commission also heard from James and Lois Walden regarding a fence they had constructed on property they own fronting Jersey Ridge Road. According to Wallingford, the zoning ordinance prevents a fence in the zone where they live, and they cannot be permitted a variance. The only way the fence can be permitted is if the ordinance is changed.
James Walden addressed the commission to detail his and his wife's health status, and the reason for the fence -- to keep their two dogs off the road. They deemed the fence necessary after one of their dogs was hit when they lived in another residence.
James Walden also spoke of the situation of their residence, where there is no back yard and very little yard area to the sides of the residence, and shared the cost of the fence, at about $1,600.
The Waldens were informed the planning commission could not make any changes, and they would need to address the city commissioners at their meeting Thursday.
Also during the planning commission meeting, commissioners:
-- Approved a development plan for Edgefield Townhomes.
-- Approved a record plat for Salem Road Estates.
-- Approved a record plat for a development by Jerry Arthur and Rick Fitzgerald, with the requirement of a bond for the final paving of the road and sewer line.
