Bracken EMS takes lengthy session to discuss issues

BROOKSVILLE -- Issues surrounding how non-emergency ambulance requests are staffed consumed nearly an hour of a four and a half hour Bracken County EMS Board meeting, Friday.

Board Chairwoman Kim Jones mentioned that she had been approached by EMTs she preferred not to identify who were complaining that they believed crews were not being rotated in a fair fashion or in accordance with board directives. It was unclear whether the individuals were complaining about having to take the runs or not being assigned the runs as the discussion between Jones and EMS Director Betty McClanahan drifted from scheduling and rotation methods to pay scale for on-call personnel.

Jones stated it was unfair for the scheduled in-station crew to be making $8.50 per hour for the entire shift while the on-call crew, making $2 per hour on call and an additional $30 if they had any sort of an ambulance run, were actually making more than the scheduled crew.

While attempts are made to schedule crews in a fair manner, the nature of emergency calls versus occasional transfers that are not emergencies cannot always be prescheduled, said McClanahan. She maintained there were only a few transfers a month crews were asked to take.

"Some that are on call don't want to leave their jobs to take a transfer," said McClanahan.

A willingness to be scheduled on call may have played into the complaints.


"Of the 15 day schedule, there may be eight days not filled," said Damian Smithers, an EMT who stressed the ambulance service was not established to be on non-emergency runs ahead of emergency runs.

Jones asked McClanahan to compile a list of how many transfers were taken and how the rotation worked out for the last six months, to present at the next meeting.

"It is never going to be even," said Smithers.

Lengthy discussions ensued whenever purchasing and ordering were a topic.

In one instance EMS Financial Officer Allen Perkins told the board an approved purchase of an AED had been approved for $3,153 but the bill came in at $4,112. EMT Brian Harrison tried to explain that the company had mistakenly added a warrantee and would be sending a corrected bill. Perkins continued, adding that there were also other items on the bill that still brought the corrected total to $3,411, stating that he would not pay the bill until the board approved it. Harrison told the board the additional items were for batteries that he had not been aware were not included in the bid. Harrison offered to pay the difference out of his own pocket.

"That is not necessary," said Jones. "You should have notified us."


Jones tabled paying the bill until a new bill arrives.

A delayed request to order federally recommended reflective safety vests that resulted in the items being ordered by Harrison, but subsequently returned to the company by Perkins was also fodder for debate.

"I was researching the need to change," said Perkins.

Jones admonished Harrison for not going through the proper channels by ordering the items.

"It was on the board for two weeks on the list for public safety without being ordered," said Harrison.

McClanahan acknowledged she was in favor of ordering the vests and questioned why they had not been ordered in a timely fashion. She added, if Perkins had asked her for information on the regulations she had it available.

"Brian was trying to do the right thing," said Ed Massey, board attorney.

The vests have since been re-ordered.

A call for better communication between McClanahan and Perkins resulted in a motion to have Massey draft a strict guideline for the two and the board to follow to avoid miscommunication and overstepping each other's authority.

While complimenting the squad, Brooksville Police Chief Marty Hause admonished those who appeared to be not getting along.

"Personality issues should be dried up," said Hause. "I will assist EMS anywhere."

In other business, the board:

-- Heard from Darren Quinn of TransCare of Kentucky about possible advanced life support coverage by his company, should Bracken County EMS request it.

-- Was informed, due to no claims and a good driving record worker's compensation insurance rates had gone down almost $5,000 from the previous year. In an ironic twist, the board opted not to file a claim in a non-injury incident that damaged the Ford Expedition emergency vehicle and EMS building door until quotes are compared.

-- Heard an audit of 2004-2005 and 2005-2006 may cost $7,000-8,000.

-- Followed a suggestion not to reduce the ambulance fleet to three units, instead keeping the fourth unit active.

-- Accepted a bid from Smokey Mountain Specialty Vehicles, the lowest bidder, for a 2008 F-450 model ambulance, pending a fax to verify the bid amount and specs at $89,494. The only other bid was slightly higher and its specs included less modern accessories.

-- Agreed to have bank generated documentation, with security sensitive information blacked out, available for the public concerning accounts in each of the Bracken County banks where EMS has accounts and certificates of deposits.

--Heard of the formation of Bracken County Association of EMTs to give area EMTs a voice without all of them attending area meetings at the same time. Smithers explained the group will be holding fund-raisers to fund its own projects. In addition it was announced the new soda machine in front of the EMS building is part of the fund-raising mechanism the group will be using.

-- Held executive session for more than 90 minutes discussing personnel issues. No action was taken.

Ask her twice and she will tell you different things. What is McClannahans beef with Jones? Control issues, including Perkins. What is Perkins' function? Being paid way too much to do the job of the board. "

But one thing is for sure, when whoever you are, are in need of an ambulance I would offer you as much care as i could give, and get you to the help you need. " I "was" on the EMS Board and enjoyed the time I got to work with the EMTs, but I was tagged as a friend to all of the EMTs and I feel I was forced off the Board. The EMt's know the reason I left and I also advised the Fiscal Court at the time of my decision. We all should be thankful that we have an ambulance service. Some counties don't have this service. You also should get all the facts before telling the EMT's including Betty what to do. I have considered going to the Board meetings but usually don't know when the are meeting or I have forgot about the meeting, and that is my fault. I wish the board would try to work with the all the EMTs for the good of the county. I have also worked with the EMTs during disasters, accidents, and emergencies. When the chips are down they work together. The EMT/Ambulance service has been in existence for years and I hope it continues. It has improved over the years and hopely will continue to improve. EMT's hang in there, things will surely get better. Best of Luck! "

We take pride in our job by giving back to the community. Volunteering for programs in the schools, teaching first aid and cpr, and responding to calls when we are off duty. " As an EMT and knowing all the employees over in Bracken County, with this being said let me begin. NO ONE can begin to pass judgement to anyone at the BCEMS except for the people involved. No one except for the ones involved can know what we as EMT's go against when we run upon a scene where people have been abused, neglected and even sometimes killed. When are the "citizens" going to start backing the EMS service instead of pointing fingers at all the negative? Betty and the EMT's she has are the most dedicated people that I have ever met, and before the comments start to roll in I DO NOT WORK NOR LIVE IN BRACKEN COUNTY. So instead of looking at the negative, STOP and think, "WHO WOULD SAVE ME IF I NEEDED HELP?" So sometime stop in and meet the crew, and if you have a complaint act on it. Keep up the good work Bracken County E.M.S. I would feel save and in good hands if I ever needed you in Bracken County or anywhere else. " Part-time Work First of all we take applications everyday, come on out we will be glad to share our bed with you. Just remember those holidays you may be working while your family is home enjoying theirselves. Second of all you may be out all night and have to go to your fulltime job the next morning because you aren't making enough here to support your family. Mutal Aid Doing runs to Vanceburg as Mutal Aid well, I will touch on that also. There comes times that Bracken Co. EMS does not have man power to staff every truck, so in return we call Mutal Aid into our county to help us out. Oh might I add that Maysville EMS came all the way to Berlin to assist on an auto accident. That is what Mutal Aid is all about helping one another out when your resources have been streached. By the way, mutal aid transfers pay better then emergency runs. Augusta-Brooksville Crews Bracken Co EMS employee's make up one family. We get along very well and where this Augusta-Brooksville Feud comes from we have no idea. We all have a professional working relationship even though we may have our differences we still work together as a team. Speed If you feel that we are driving to fast then you need to call the office to report it. You can't correct the problem if you dont know it. Just remember it may be you or your family in that truck. Politics There is no comment on this one. That is one thing that you will have to attend a meeting on to get those answers. Safety issue is being taken care. One last thing: To see what is really happening before you make comments attend a meeting, then you will be on the same page as we are. There is alot of Hear-Say going on about the EMT's that isn't true. "

" I have read many of the comments above with concern; first of all I am very concerned that the outgoing county administration chooses to appoint new board members that want to destroy our EMS service one of which has already had to resign because he couldn’t obey the law! My understanding is that Mr. Perkins was appointed during this illegal session so his appointment should be invalid. Second Mr. Perkins was appointed to oversee the funds apparently without a background check his own financial dealings are a matter of public record and should have been investigated. For the person who wrote about a non-profit agency having money in the bank, medical supplies are expensive ambulances have to be restocked after every run in addition vehicles need replacement to insure dependable service the above article gives the cost of replacement for 1 ambulance. My third concern is about location it makes sense to maintain one ambulance in Augusta because of the number of citizens living there but for those that think all the service should be in Augusta you are very selfish to locate all of our equipment in the extreme northern part of the county would greatly increase response time for all the rest of the citizens. Betty McClanahan has devoted the better part of her life to EMS and does an excellent job I have on occasion been at the ambulance service and observed some of the minor disputes she has to deal with and must say that in every instance I have agreed that she made the correct decision. "

" If the EMS board was smart they would have all EMS functions ran out of one building. This would eliminate the Augusta-Brooksville fight that has been going on ever since the service began. How hard is it to find a spot centered in the middle of the county, and build a nice station on it. "

" I would just like to say that Betty Mcclanahan has given almost thirty years of her life to the ambulance service, and now, because of Allen Perkins, they want to dismiss her. Everyone should check this guy out on the Clark County Ohio court website. He has had Federal and state tax liens, and has been sued by doctors, dentists and hospitals. Nice credentials for a financial administrator. He has his finger in Kim Jones eye and all of a sudden she thinks he is some kind of god. We owe a debt of gratitude and respect for Betty Mcclanahan and hope she stays with the ambulance service until she is 80. Wake up, Kim Jones. "
