Fleming schools ban cell phones on school property

FLEMINGSBURG -- Monday marked the first day of school for Fleming County students and with the new school year came changes to the district's discipline code -- this year students are not allowed to bring cell phones to school.

According to Fleming County School Superintendent Kelley Crain, this is the third change to the school district's cell phone policy. During the 2005-2006 school year, students were asked to turn their phones off while in school; the 2006-2007 school year required students to turn the phone off and keep it out of sight; now for the 2007-2008 school year, students are not allowed to have cell phones on their person at any time during the school day.

The policy applies from the time students step onto a school bus in the morning until they depart the bus in the afternoon. For students who drive to school, they are required to leave the phone in their car during the day, said Crain.

She said members of the school board agreed to the policy after a group of Fleming County High School students demonstrated to board members how proficient teens are with today's technology and how easy it is for them to send text messages and surf the Internet viewing Web sites like YouTube.com and MySpace.com while in the classroom.

"They demonstrated how they could text with the phone under the table without being seen by the teacher ... which is distracting from (classroom) instruction," said Crain.

Crain also pointed out it is difficult for teachers to detect when cell phones are in use because of the ability to set the phone to vibrate instead of an audible ring tone.


"It can be difficult for staff to monitor if phones are being used or not. It's possible they can share answers with each other," said Crain.

The revised discipline code was distributed to students and school administrators are asking parents and students to carefully review the policy which states the following.

"If a student is found, on the school bus to and from school, or during the instructional school day to have a cell phone in their possession, regardless of whether it is turned on or off, the cell phone or other telecommunication device will be confiscated."

"On the first offense it will be kept for 10 school days, the second offense will result in the device being confiscated for 90 days and on the third offense the device will be confiscated indefinitely. In all instances, a parent or guardian must come to the school or central office to pick up the phone. Cell phones will not be returned to minor age students."

"It's an evolving policy because of the way technology changes, but for right now that's our policy. We hope parents understand that," Crain said.

Fleming County High School Principal Brad Sorrell said students were told of the new policy last spring and there were no problems Monday with students bringing phones to school.


Sorrell said in anticipation of emergency situations, like a medical condition or a change of schedule for students involved on sports teams or school club activities, parents could bring the phone to the school office and the child could pick it up at the end of the day.

"No one turned in a cell phone today. I've had no complaints," Sorrell said of his student body.

"We're one of the last schools to adopt a cell phone policy. We want them to know we don't expect phones in the school," said Sorrell.

Mason County School district has a cell phone policy in place which monitors when it is acceptable and when it is not acceptable to use a cell phone during school hours, said Superintendent Tim Moore. Personnel from Lewis, Bracken and Robertson County school districts could not be reached for comment.

" I think kids should be required to have cell phones. The type of phone that I purchased for my son has a tracking device. I can look right on my pc and see exactly where my son is.

" I agree and disagree with everyone. I graduated in 1995 and we did not have pay phones and use of school phones were for emergency only. No kids should not have them during the day in the classroom but what is the harm during lunch and on the bus. Make the kids keep them in their lockers. You don't have to just think of school shootings for the danger, what about that kidnapping that the girl was saved by a text message and she was taken in between the bus and her house. Yes the schools need new rules to over come technology but they also need actual thought put into every rule. "

" I graduated in 1995, that was not that long ago. We did not have cell phones, but we were allowed to use the pay phone or the office phone if we needed to call about a change in our afterschool activity schedule. I do agree they should NOT be used in class. But, times have changed. Kids are being shot at school and kidnapping is way to common. I think they should be able to carry them, but have them off and then if they are caught using them during class be taken away for 10 days, etc... If the students can't have them,neither should the teachers. The problem is, that in this county it does matter TOO MUCH on who you are, if certain students are caught with the cell phones, will they receive the same punishment as others? Probably Not! I also agree with Jay, cell phones are the least of the high schools problems! "

It is up to the parent to let their child know when is the proper time,(not while in class) to use their cell phone or suffer the punishment at home.If your child has been taught respect and obedience there should not be a problem. My child was taught to respect others and I never had any major problems during his school days and he always had his cell phone with him at school. "

I agree that they don't need them in classs or during school, but when she is stuck outside waiting for me to pick her up to go to her after school activities she needs to be able to contact me. But during school hours turn them off or silent. But some class room has regular phones,but who is to say they could get to one. " This is one of the last things a school should be worried about. Why not worry about improving the education quality or staff quality. I agree students dont need cell phones and they are a distraction in the classroom, they are apart of our everyday life now. In closing the shouldnt be allowed to have them on but at least keep them in their possesion. "

" When I was in school, in another district, they had a cellphone policy similar to this. The phone would be taken and not given back even to the parent upon request or demand. Parents who need to hear from their child every day to pick them up might want to check the school schedule like everyone else. " I went to Mason CO. 85% of kids as well as teachers carry cell phones with them. When there bomb threats, lights went out, bad weather etc I had to use my cell because the phones in the office had lines or we were not permitted to use them because we were class rooms, outside or the school lines were busy with people calling in. I agree 100% they shouldn't use cell during class but other times not big deal. If there would ever be an emergency, lets hope not, but kids are and should not out of class room in those cases and a cell phone is a handy thing to have. "

In many cases those are "land lines" for kids as well as adults, they should be able to take it for the day and a parent come pick it up, then maybe some other penalty for second, third offenses... but you can't keep someones phone for 10-90 days.
