Internal audit at Dover VFD ends with two terminations

Two employees of the Dover Volunteer Fire Department have been terminated apparently as a result of an internal audit conducted by the fire department, according to Chief James Habermehl.

While all details have not been released, Dover Mayor Ed Sidell said there had been some mishandling of appropriated funds at the volunteer fire department, and the Kentucky State Police was contacted regarding an investigation. Among the allegations to be investigated were those of theft, credit card fraud and forgery.

However, Mason County Attorney John Estill said the investigation by KSP Detective Toby Gardner has been completed.

"Detective Gardner of the Kentucky State Police has completed an investigation and the VFD has declined to prosecute," Estill said. "We're doing nothing at this time."

The two employees who have been terminated are Cheryl Sweet and Bonnie Gill, confirmed Habermehl in an earlier phone interview.

About a month ago Sweet, who served as president of the Buffalo Trace Firefighters Association, resigned from her position with the association. She cited "health reasons" in the letter of resignation, according to Jeff Brammer, vice president of the association. Brammer said he was not aware of any situation with the Dover Volunteer Fire Department, but did say in order to be a member of the firefighters' association, a person must be a member of a volunteer fire department.


Sidell said the situation at the fire department was discussed in a prior city council meeting, and he placed the call to Kentucky State Police.

The detective in charge of the investigation had not returned a message left Wednesday afternoon as of press time.

The phone number available for Sweet was disconnected, and another number was not available through information.

When Gill was asked about her termination with the fire department, she did not want to comment.

"I don't care to answer any questions," she said before hanging up.

Messages left on Habermehl's cell phone were not returned by press time.


The Dover City Council meets Tuesday at 7 p.m. in the volunteer fire department building. The fire department meets the first Wednesday of each month at 7 p.m.

" I have known these two ladies for 21 years of my life. They are my mother and grandmother, and i stand begind them 100%. SOme of the things that is against them is not true. It was not told there was a recipt for something and it was not turned in and now she has to pay for it. That is not right. The city council never contributed to the fire dept. they even wanted to take the dept. away from the firefighters. There is alot of conflict between city council and the fire dept that know one knows about. "

" I know these 2 ladies personally. Someone said they acted as tho they ran the dept. I know for a fact these 2 ladies gave all their time to the dept. because others in the dept. was either busy or just didnt care. If there was any fund raiser or anything, these 2 ladies made sure everything was done, cleaned up and worked their butt off. They dedicated more of their time then anyone in the town or route of Dover. And they gave their life 365 24/7 to save anyone or anything when ever that alarm went off, while others slept in their warm bed, ate dinner with their family, etc. I do appreciate everything these ladies have done not only for the dept. but for their community, not everyone can sit and say they dedicated their last 20 some yrs to helping others. "

" People do not know the whole story, there is a lot more then people are just assuming. Did anyone know that the one lady was in a mental hospital and the files was taken from her house, to which now she cannot prove what she has been accused of? Did anyone ask about the forgery supposable happenings, that the name on that check someone else wrote and not knowing was illegal but was told from the fire chief to go ahead and buy the pop for the fire depts pop machine. Did you also know that members of that dept put their signatures on a paper to not prosecute these ladies? See you guys dont know the whole story so dont sit and judge people when you have no clue what is going on. I feel for the ladies, they have been tried and convected without even hearing their sides, and they say there are good christians in this world, they must not live in Dover, thats for sure. "

" I was raised in Dover and am a former Volunteer Fire Fighter. I agree with 99% of the comments that are being made about these two ladies, but I would also like to add another viewpoint. Dover is a small community and everyone is good about complaining about everything, but why not step up to bat and do something proactive. Take part in the way your community is being run. Attend the city council meetings or become a member of the VFD and see first hand how things are being run. Unless you are a part of the solution, you are a part of the problem. Everyone has known for years that the Fire Department was corrupt but nobody cared to lift a finger to correct it. Hopefully we have learned a valueable lesson from this. And as for those folks who are now refusing to donate their time and money for the fire department. I truly hope that you never have a house fire. "

I bet if they look deeper into the past money and check books, I say you will find more. " This is very sad. These VFD operate off of donated and grant money, and people shouldn't be taking that money, as this is so they (VFD) have money to help people in need. This is a little ridiciulous since their is like at least 3 cases where money was taken, all from organizations that help people, come on Mason County, we have more respect, or should have, than this. " Its about time they do something with these trouble-making people. They have acted for years like they run the city of Dover & are in everyone's business but their own. Maybe now they will finally be made to stand back and let the fire department be run appropriately, the way it should be. "
