Lewis County man plans legal action against dog warden

GARRISON -- Allegations against the Lewis County Dog Warden have surfaced once again with the killing of a family dog in the Garrison community.

According to George Baker of Garrison, his two Siberian Huskies — Bandit and Rocky — were last seen late last week in the area of the Baker home on Kentucky 1306. Baker said the dogs have about 600 acres on both sides of the road to roam, but the dogs had been following a female dog that was apparently in heat and failed to return home.

On Friday Aug. 24, Baker said he called the Lewis County Dog Warden Billy Bowles several times to inform Bowles the dogs were missing and to contact Baker if they were located so that he could come and get them.

Baker said he was not able to talk to Bowles in person but left messages on an answering machine.

"I said, 'I don't want them harmed'," said Baker." All of our neighbors love our dogs. They are gentle and not vicious dogs."

On Aug. 29, Baker was told by neighbors the dogs had been seen alive on Town Branch Road on Aug. 26. Later the same day, Wednesday, Baker finally managed to contact Bowles.


"He said, 'I put that young Husky down but the big one got away from me,'" said Baker.

According to Baker, Bowles did not offer to tell him when or where the dogs had been killed. The older dog, Bandit, had returned home on his own, with a bullet wound in his leg by Wednesday.

Baker said he intends to pursue legal action.

"We're trying to file a class action lawsuit against the city," said Baker.

Baker has also been in contact with several local authorities about the incident.

Calls to Bowles by The Ledger Independent were not returned by press time.


Magistrate Joe Bentley confirmed Friday that Baker had spoken with him about the incident.

Lewis County Judge-Executive Steve Applegate, who has been out of town on business, said he had been made aware of Baker's complaint and that Sheriff Bill Lewis was aware of it, but had little information to base a comment on.

"I need to get more information before I can give an opinion," said Applegate.

Bowles past performance was complimented by Applegate.

"He does a good job at what he does," said Applegate. "I really can't say, because I haven't talked to either party. I really need to talk to my dog warden."

Both Baker and Applegate want to get to the bottom of the incident.

"We're going to put an organization together and fight this," said Baker. "This is not going away. We're going to stay on it until we get something done."

Applegate is reserving comments until more information is gathered.

"I don't think it's anything we'll brush off," he said.

I have heard that Billy not only shoots the animals and lets them run away suffering but he doesn't care, and then if it does kill it on the first shot, he puts it in a bag and supposedly takes them to the mason county dump. this is outragous, and something is going to be done. The lewis county herald won't print anything on it because they said they have to run it by their lawyers first, this is also a load of bull, all of the officials in this county are buddies and that is why nothing is being printed locally! " i just wonder why nothing about this has been in the local paper in lewis county??? you would think someone would contact them, but, oh i forgot, that would be letting the people in lewis county know just what is going on. a few weeks ago a concerned person had a letter to the editor in the paper and thanks to him for bringing a possible tax to peoples attention it was not passed. why hasn't the dog owner or some of his family contacted wsaz or other television stations about this? we don't have any dogs because i think it is cruel to have them tied to a chain. i know i wouldn't like it. if the dogs aren't are harmless LEAVE THEM ALONE!!!!!! if you read the ashland paper a man is wanted for animal cruelty for not feeding his horses, isn't it just as cruel to shoot a dog and not kill it and let it go for who knows how long in pain before it does die? " I have had 2 dogs "disappear off the face of the earth" and I strongly suspect B.Bowles was responsible for at least one of them. He was seen in the area shortly before her disappearance and I was told he had picked her up. However, I called him and even went to his place but my dog was never found. I believe he needs to be replaced with someone who has a more humane heart. However, when it has been allowed to take place by higher authorities, such as the judge ex., then that person is just as guilty as Bowles. " My daughter is the owner of several household pets, in which we consider a part of our family...BUT, we keep our pets in our home or leashed when outdoors...We do not allow them to roam freely or infringe upon another person's rights to have their property 'pet/animal free'. Lewis County is not alone in this problem of 'unattended pets'...Mason County has issues as well. What gives you the right to allow your pet to wander into someone else's drive and leave their 'droppings' behind for that person to clean up? " On or about march 27th my white boxer went missing from my mothers home, approximately three weeks later, I received information that she was on Salt Lick road, when I went looking for her, some of the area residents told me that Mr. Bowles had been driving the area hard, and had shot a dog on the same friday I heard of her being in the area, a white boxer is what I was told he shot. He shot her while she lay asleep in a field. I had personally went to Mr. Bowles' home, showed him pictures and explained that she was a very friendly dog, and he shot her anyway. Another point to this is that not only had I went to his home but I had called his home, and left countless messages on his machine, and Mr. Bowles about six months prior to this had told me that if he ever saw my dog out by herself that he would shoot her. HE TOLD ME THIS HIMSELF! I do believe that he would do this because he is heartless and does not care about anything other than a paycheck and the county officials won't even do anything about this, it is pathetic, and something needs to be done. IMMEDIATELY! He not only took my pet but he also took my four year old son and my fifteen month old son's best friend, she wouldn't even bite the fleas on her own back let alone be viscious to another animal! "

" It is my understanding that Bowles is supposed to take any K-9's to Bracken Co. pound. He is too lazy to do this he does not do his job. At the very least they would have a slim chance of owner getting them back. Also, if they have tags on all you have to do is call the vet that cares for them and give them the tag number and they can tell you the owners name is this too much to ask. " It seems to me that the owner of the dogs suffciently attempted to tell the dog warden that he was aware that his dogs were loose and he was attempting to find them. The owner laid claim to the dogs within the time allotted by the law. The warden knew whose dogs they were, so had he captured them, he simply could have returned them to the owner. And by the way, is shooting a dog an acceptable and humane way to euthanize a dog. I seriously doubt it since he missed killing the second dog, and it had to suffer with injuries. And as a pet owner who does keep my dogs penned up on my property-and on a leash when they leave my property-I have to say that even mine have escaped from time to time--and they are not abused or neglected, they just saw an opportunity to explore and they did so. If I had a 600-acre place, you can just about bet that my dogs would not be penned, but would be allowed to explore, so I can't really blame the owner for allowing them to do so. When you live in the country, you should just about expect a stray dog or two to wander into your yard/field. "

" I agree with the people who are saying these dogs should have been on their own property. If the owner would have kept his pets in a fence or on a chain this would not have happened. The most important point to make is that he was allowing his dogs to chase someone else's dog. Listen to Bob Barker and get your animals spayed or neutered. I'm glad I live in a County with a No Kill shelter. ALL of the dogs brought into the shelter here are spayed/neutered before they are allowed to leave and we don't have a stray dog problem. " Uncalled for at best. Criminal charges have been filed elsewhere for less. Remember "roadie" the pup that lived but was abused. No attempt to notify owners or catch the dogs means he intended to kill. Left alone he would kill a house dog in a yard if he wanted. " i have had an incident that happened in front of my house that required dog warden to take action. there was a little dog that was hit on the road, and was still alive and suffering. when we call the dog warden(Bowles) he responded by stating "what do you want me to do about it." I have several dogs that are in a kennel but just because a dog is in a kennel or chained up does not mean that dogs will not dig or brake chains at some time. When these dogs get loose does that mean he has the right to kill them right away? NO!!!!!!!!!!!!! "

Not the first time a Lewis County taxpayer has called the dog warden time and time again because a pet is missing and just got an answering machine and never get the courtesy of a call back, but then (if lucky) learns the dog was shot by the dog warden. Most times the missing dogs never are heard from again. Especially if they are "high dollar dogs" that can be sold... oh, sorry "adopted". "
