Lewis couple indicted on charges of child abuse and rape
Tuesday, July 22, 2008 2:03 AM EDT Print this story | Email this story
VANCEBURG -- A Lewis County couple has been indicted by a grand jury on charges stemming from inappropriate contact with a juvenile, officials said.

Wilma Carrington, 32, and Ronnie Carrington, 41, both of Vanceburg, are facing separate charges stemming from the alleged incidents. Wilma Carrington faces charges of first-degree sodomy of a juvenile female and third-degree rape (no force). Ronnie Carrington faces a charge of first-degree criminal abuse of a child under 12.

According to Deputy Mike Hill, the arrests were made June 3, following an investigation "that continued to uncover more and more. The child reported the abuse to school officials. We were notified by the school and our investigation proceeded."

Hill said the two were arrested together on June 3, but also stated that Wilma Carrington had been arrested earlier on charges stemming from an incident "involving a 15-year-old female."

Lewis County Sheriff Bill Lewis was proud of the work of Hill in this case.

"My guys have really been busting their tails to make Lewis County safer for all the residents," he said, "I just can't say enough about the work they are doing."

Lewis was quick to point out that the work will not stop, either.

"We have only just begun," he said, "I want every single person who is committing a crime to look over his or her shoulder and be afraid that we are watching, because we are. We will get you (criminals) soon."

Wilma Carrington is currently housed in the Lewis County Detention Center on a $150,000 cash bond on the sodomy charge and a $7,500 bond on the rape charge. Ronnie Carrington is housed in the detention center on a $150,000 cash bond.

There is no trial date scheduled at this time.

Anyone with information on criminal activities is urged to call the Lewis County Sheriff Office.

" Yes, I do know that the Vanceburg address covers a large majority of the county (I'm one of those it covers and I'm not in city limits). The article's statement "of Vanceburg" may imply that the person is within the city limits. It didn't state "with a Vanceburg address", thus my question. But for those people not in Lewis County they may not have realized the Vanceburg address confusion so this should help.

As far as sheriff's departments in our counties. I'm sure there are people in both counties who think their dept's do both good AND bad work, it's the nature of the beast. I think that the LCSO does an excellent job of "promoting" itself in the local media and I'm not saying this as a bad thing. It does help the residents see that certain things are being done. Does this mean they're doing a super job in stopping all crime? Doubtful, no police anywhere can do that. I'm sure that both departments (Mason and Lewis) are doing all they can.

We must remember that politically elected officials have made some enemies before they ever took office (campaign hard-feelings, etc), so it is indeed a no win situation for them in regards to making everyone happy. It doesn't mean they couldn't do more, but it also doesn't mean they aren't trying to do the best they can. "

" I agree with you Mason County resident but you must understand that there is far more profit in running the checkpoints than there is in protecting you or your property which is why nothing has been done to help you. Understand further that the cops prefer soft targets...thieves and drug pushers have guns and fight back whereas the poor slob who is trying to drive to work is pretty much defenseless. It is sad that revenue has become primary concern of so-called law enforcement. "

" To Mason: Maybe Lewis Co. isn't that bad after all. We'll stick with the name Lewis County just like Mason will eschew Basketball Mason Co. I think a statue or named street will suffice to honor the esteemed Bill Lewis. "

" I'm amazed of some of the spelling from the Lewis Co. people, but that's beside the point. Bill Lewis is a Lewis Co. resident, and I'm glad that he brought his experience back to his hometown. He knew we sure needed it. He has cleaned up the county a great deal. AND no I do not think he is God. He has one deputy that would make a fine sheriff himself one day. (Make sure you all vote for Johnny Bivens when he runs for sheriff) In my opinion the only thing Bill falls short of when it's one of his own he goes far and beyond of covering for them when in fact he needs to use his excellent detective work and get to the source of what his own is doing that isn't so right. "

" Excuse me. You want the facts, my home has been broken into twice, my car has had parts stolen. Not to mention several of my neighboors. We take turns watching each others' property. NOTHING has been done about this. So sorry for your ignorance, and there are lots of people who feel the way I do. All I can say to you is WAKE UP in whatever world you live in. "

" Dear Mason resident:

I know you do not speak for all Mason residents, but your ignorance and arrogance should at least be backed up by some correct grammar and some facts. Just depending on your sense of superiority did not work. "

" to answer the above comment the address of these persons may say Vanceburg but roughly 70% of the people in lewis county with Vanceburg as an address do not live within the city limits. These persons fall into that catagory "

Mason Co. Resident wrote on Jul 22, 2008 9:14 PM:

" I agree, Lewis County has a great sheriff. We here in Mason County need some help catching all of the theives and drug activity. All the police know how to do here is checkpoints. "

" I my self think they should name Lewis county billy Lewis County and not Lewis and Clark people people in Lewis county acts like Sheriff Lewis is God or something I my self think the sheriff in mason and fleming county are doing wonderful work just they dont always use the news paper and news to brag about all there work. if he doing so good why is there so much more drugs in lewis county then any other county? "

LewisCo. resident wrote on Jul 22, 2008 1:01 PM:

" Thank you "More Sheriff Lewis Needed". Most of the residents of Lewis Co. are proud to have Bill Lewis as our sheriff, he brings an abudance of experience to the job that could not be held from someone else. He had many years experience as a Ky State Police Detective, and hopefully has passed on alot of his knowledge to his deputies.
However, there are people in the community who do not like him. Simply for the fact, that he or his deputies have put some of their family members in jail. Well, I for one have had some of my family members put in jail by him, and couldn't be more pleased (that is where they belong). We, as a community, need to support this sheriff and his deputies more.
The other sad fact is, they bring in the criminals, and they are found guilty by the court or jury, then only for the judge to give them a slap on the wrist. What a sad failure to the end of the judicial system
The best thing we could do to continue to support this sheriff's dept is to elect judges who will give the punishments to fit the crimes. "

Where wrote on Jul 22, 2008 12:54 PM:

" While I applaud the LCSO for their investigation and if the individuals are found guilty they've taken criminals off the streets. My only question is...if these individuals were both Vanceburg residents what role did the city police play in this? Did the acts occur outside the city? While the sheriff's department has jurisdiction over the entire county typically a city force will handle activity within their limits. I'm no law scholar I'm just wondering. "

More Sheriiff Lewis Needed wrote on Jul 22, 2008 7:49 AM:

" Good work Sheriff Lewis! Once again, you display the utmost in professionalism and committment to your job and your community. If only we could get you, or someone of your stature, in Fleming County. Unfortunately, you are a very rare breed, so it would be next to impossible to find someone who could match your capabilities. Sadly, the criminals in Lewis county probably are already afraid, and will likely just move to Fleming or Mason county where they can continue their crimes without fear of repercussion. "
