The Maysville Police Department continues to investigate an armed robbery at the Washington 1st Stop gas station which took place around 10:45 p.m., Wednesday, July 16.
Police are asking for the public's help in identifying the suspect by viewing the surveillance photos taken during the robbery.

Former Adams County Jail employee arrested

WEST UNION, Ohio -- A former Adams County Jail employee has been indicted by an Adams County grand jury for allegedly having sex with an inmate.

After indictments were filed July 17, Dylan J. Carter, 21, pleaded not guilty July 18 to charges of sexual battery, dereliction of duty and theft in office stemming from his employment by the Adams County Sheriff's Office as a jailer in 2006. Carter was employed as a part-time civilian corrections officer at the facility from Aug. 15, 2005, to Dec. 22, 2006, police said.

The complaint was brought to the attention of the sheriff's office and taken to the prosecutor's office in 2007.

"Due to possible conflicts between agencies, an investigation concerning law enforcement has to go to the Ohio Bureau of Criminal Investigations, special investigation unit," said David Kelley, Adams County prosecuting attorney, in 2007. "The attorney general's office will be prosecuting the case."

"BCI was brought in by Kelley, in February 2007," confirmed Chris Wagoner of the Ohio Attorney General's Office on Thursday.

Wagoner is handling the prosecution of the case.


According to Wagoner, referring to the indictment, the alleged crimes occurred July 27 through Nov. 10, 2006.

The indictments include two counts of felony sexual battery, for alleged sexual conduct with an unidentified 25-year-old female inmate. The inmate is identified as "Jane Doe."

"A prisoner, in simplified terms, does not have the ability to provide consent," Wagoner said."You cannot have consensual sex in jail."

One of the two dereliction of duty charges stemmed from Carter's alleged actions, which were not within the basic standards of jail operations set down by the Ohio Department of Correction, ACSO and the ACJ, Wagoner said.

"He failed to follow regulations for the facility," Wagoner said.

In the second indictment for dereliction of duty, Carter allegedly "failed to perform a duty imposed by law, or did an act forbidden by law."


The indictment for theft in office, pertained to Carter allegedly not doing his job while he was being paid to do the job.

"He was punching the clock and not doing his job," Wagoner said.

Carter was arrested at Peebles Police Department on July 17, at the request of BCI agents and taken to the Highland County Justice Center. Following his arraignment in Adams County Court of Common Pleas, the following day he was released on a $100,000 own recognizance bond.

Carter was hired as a part-time officer at PPD in February, 2008. He also works as an auxiliary police officer in West Union. His employment in Peebles was terminated following his arrest, police said.

Carter is scheduled for a hearing Sept. 3, and trial the week of Oct. 27, Wagoner said.
