Pit bull ordinance could be amended

An ordinance exempting service dogs from the city's pit bull ordinance was approved by the Maysville Board of Commissioners during its regular meeting Thursday night.

The first reading of the ordinance was approved and will undergo a second reading at the November meeting.

The ordinance amends the newly adopted Code of Ordinances 199.09 to allow pit bull service dogs that are used to accommodate a disability and were owned prior to Sept. 1, 2008, the date the city's ban on pit bulls within the city limits took effect.

Under the amendment "a person who has a disability, uses a pit bull service dog to accommodate the disability, and owned the pit bull service dog prior to Sept. 1, 2008 shall be permitted to retain the pit bull service dog. The person with the pit bull service dog shall provide proof upon request that the dog is a service dog used to accommodate a disability."

Also during Thursday's meeting, City Engineer Sam Baker recommended the rejection of 10 bids for the Washington area sewer contracts. The recommendation comes as a result to redesign the plans for a 12,000 foot trunk line in the community. Baker said upon the advice of several contractors, changes will be made to the original design, which will result in a savings of several hundred thousand dollars for the project. The 10 bids submitted under the old specifications ranged in price from $1.2 million to $4 million.

The recommendation was approved by commissioners.


In a second project related to sewer improvements in Washington, commissioners approved awarding a contract in the amount of $241,900 to Winelco Inc., of West Chester, Ohio. Six bids were received for the project ranging in cost from the accepted $241,900 to $421,899.

In other business, commissioners;

-- Reappointed Warren Markwell to the Maysville-Mason County Industrial Development Authority.

-- Approved a resolution authorizing execution of a lease to AMVETS for the AMVETS Park located on Kentucky 9. The lease will run from November 2008 to June 2009 and will automatically renew for five, one-year additional terms, for rent of $1 per year.

-- Approved a resolution accepting transfer of Maysville Cemetery Company property to the Maysville-Mason County Cemetery Board.

-- Approved the first reading of an ordinance repealing the city's special events commission since it has been replaced with the city's Renaissance Committee. Commissioners also approved the first reading of an ordinance establishing the Renaissance Committee, which is comprised of 12 individuals.


The next Board of Commissioners meeting is scheduled for Thursday, Nov. 6 at 5:15 p.m. at city hall.

" I have read the comments and you have to realize yes it is how you raise them ,but the city cant take a chance of someone being hurt by these dogs. I was at the hospital one night when a child came in with his face ripped up from a pit bull that was raised with him . The father shot the dog because it did that to his son. I think if people want to keep these dogs then they should have to register them , keep them properly contained and have to take responsibility if they hurt someone .So I say let them have their dogs but if they attack they should have criminal charges brought against them for endangering the life of someone else !! If I was to go out and drive drunk with my kids in the car and hurt one of them ,i'm loosing my kids and going to jail !! So if you want to keep that dog and it hurts someone you should go to jail and have to shoot your own dog !! "

" Of course they are going to put the blame on the dogs! It's easier for them that way. Eliminate the dogs and then they won't have to get off their butts and find the wrong doers who train these animals to fight and be vicious. As usual, the innocent get punished and the guilty go free!!! "

" I am originally from the Maysville area. Luckily, I moved away about six years ago. Five out of those six years we have owned a Pit Bull. I also have four children. The dog is the most gentle creature, and loves my kids to death. they ride on her back and she acts like a pup. We bought a house in Erlanger, and come to find out they also had a ban. They told us we had to get rid of her. We sold the house and moved. She's apart of our family, and has done nothing wrong. Why should she be punished. Of course I would never move back down that way, but local red neck government. There clueless, they obviously have nothing better to do, so they go for things of that nature. Explains why the city is a joke. "

" Frankly, the pit bull ban and the amendment are both ridiculous. The logic being used by city council in instituting a ban is that it's in a pit bull's nature to be vicious, and everyone knows nature can't be trained out (sarcasm here). In reality, city council just can't figure out how to regulate people, so they go after lesser creatures (pit bulls) in order to "solve" their "problem." Meanwhile their stupid ban doesn't encourage anybody to take responsibility for their dogs. City council is allowing pit bull service dogs because they're afraid of violating the ADA... and their cute little amendment doesn't solve that, because anyone who gets a service pit bull after Sept. 1 is still allowed--by FEDERAL LAW--to have that dog. " There is no way a City should be able to tell a disabled person what breed of TRAINED service dog they can have, before or after Sept.1. The only argument that anyone could have about Pit Bulls is that some people don't raise them responsiblely, thus maybe creating a hazard. Thats not the case with a trained service dog. "
